Young, Korean and buried in yeongkkeul loans? Get CCRS help first, then see how 300,000 won a month cuts 2 years.
This in-depth guide covers everything you need to know about korea youth debt: pay off yeongkkeul loans with a side job. Based on verified income data and real-world case studies from our database of 138 side hustle tactics.
If you are a young Korean in debt, call the Credit Counseling and Recovery Service (신용회복위원회, 1375) before a late payment reaches 90 days. Its fast-track programme can cut your loan rate by 30 to 50%, and it covers borrowers aged 34 or under with a low credit score. Then send a fixed extra amount every month to your highest-rate loan and pay your 1.7% student loan last. On a hypothetical 30 million won credit loan at 8%, an extra 300,000 won a month brings a five-year payoff down to about 3 years and 2 months and saves about 2.5 million won in interest.
It is the 25th, and your salary lands at 9 a.m. By lunchtime most of it is gone. The jeonse loan interest goes out, then the credit loan, then the card. A university friend posts a photo of a new car, and you put the phone face down. You did what everyone told you: got the job, found the room, borrowed what the bank said you could afford. Yet the balance hardly moves, and every news story about "young people's debt" sounds like it is about you.
You are not imagining it. Your generation owes more, relative to income, than any other age group, mostly for housing and partly for stocks. Waiting costs money: average bank credit loan rates rose three months running to August 2026, and a late payment on your record follows you into the next loan and the next jeonse contract.
Below: the official help first, then the order to repay in, the maths in won, and side income that is legal in Korea.
What "yeongkkeul" means and why your generation borrowed
Yeongkkeul (영끌) is short for "pulling together even your soul": borrowing from every source you can (bank, card, parents) to buy a flat, cover a jeonse deposit or get into a rising stock market before you are priced out.
The Bank of Korea's December 2025 Financial Stability Report shows how it happened. When rates were cut in 2019 to 2021, the share of Seoul apartment purchases made by people in their 30s or younger climbed from 25.7% in June 2019 to 44.8% in July 2021. It was still 39.5% in October 2025. Margin loans for buying shares held by people in their 30s or younger grew 38.8% in January to July 2025, faster than for people in their 40s or 50s, and the report calls young people the main borrowing generation, highly sensitive to interest rates.
Jeonse made it worse: instead of monthly rent you hand the landlord a large lump-sum deposit, usually borrowed. In the second quarter of 2026 the average new jeonse loan was about 145 million won per borrower, according to the Bank of Korea's borrower-level household debt statistics.
The numbers on young borrowers
The most recent official figures, as of October 2026:
| Measure | Figure | Source and date |
|---|
| Household credit to GDP | 88.2% | Bank of Korea FSR, end of 2025 |
| Average household loan per borrower in their 20s | about 33.7 million won | Bank of Korea, end of June 2026 |
| Average household loan per borrower in their 30s | about 113 million won | Same release |
| Loan-to-income ratio of borrowers in their 20s and 30s | 246.9%, the highest of any age group | Bank of Korea FSR, Q3 2025 |
| Debt as a share of assets, households headed by someone 39 or under | 30.3%, against 16.8% for all households | Household Finance and Welfare Survey, March 2025 |
The same survey, run by the national statistics office (국가데이터처, formerly Statistics Korea), found that households headed by someone under 30 owed about 47 million won on average, more than their average 2024 income of about 45 million won. People in their 30s took 32.7% of all new household lending by value in the second quarter of 2026, the largest share of any age group, according to the Bank of Korea's borrower statistics.
Strain shows up at the edges. Financial authorities counted 342,690 people in their 20s and 30s with loans from three or more lenders, The Korea Times reported in September 2026. On the government's small emergency loans of up to 1 million won, the delinquency rate for borrowers in their 20s and younger was 50% at the end of August 2026, the highest of any age group, according to Korea Inclusive Finance Agency data reported by UPI.
How your loans charge you
Credit loans (신용대출). In August 2026, new general credit loans from banks averaged 6.33% a year and general loans from savings banks averaged 10.23%, according to the Bank of Korea's weighted average lending rates. Many credit loans (만기일시상환) and overdraft-style 마이너스통장 accounts charge interest only, with the whole balance due at maturity, so the principal never shrinks unless you pay extra.
Early repayment fees (중도상환수수료). Under the Financial Consumer Protection Act a lender can only charge one if you repay within three years of the loan date, and since 13 January 2025 the fee must reflect the lender's actual costs. The Financial Services Commission reported that average bank fees on credit loans fell to about 0.11% to 0.12%. Savings bank fees stayed higher, at about 1.33% to 1.45%.
KOSAF student loans. The Korea Student Aid Foundation (한국장학재단) has two types. A general repayment loan (일반상환) runs up to 20 years (up to 10 of grace, when you pay interest only, then up to 10 of repayment), as the government's policy guide explains. An income-contingent loan (취업 후 상환, ICL) needs no payments until your income passes a threshold. The Ministry of Education froze the rate at 1.7% for the second semester of 2026, and from 1 July 2026 interest on ICL loans is waived for students up to income bracket 6 until mandatory repayment starts.
The National Tax Service collects ICL, and in April 2026 it notified 190,000 borrowers of mandatory repayments. Based on 2025 income, you repay 20% of annual income above 18.98 million won, which is about 28.51 million won of gross salary (25% for graduate loans). Your employer deducts it monthly from July. Side hustlers note: business income counts too, billed separately in August. If you lose your job, you can apply at icl.go.kr for a two-year deferral.
Free official help first
Before your first delivery shift, check whether the state will lower the bill. Consultations are free; the only fee below is 50,000 won for individual workout, waived under the youth special.
If you are worried about missing a payment, or up to 30 days late
The Credit Counseling and Recovery Service runs fast-track debt adjustment (신속채무조정). You qualify even before you miss a payment if, among other routes, your credit score is in the bottom 20% and you are 34 or under (or earn 45 million won a year or less), or you lost your job in the last six months. What you get:
- Your agreed interest rate cut by 30 to 50% (capped at 15% a year, minimum 3.25%; card debt capped at 10%).
- Repayment in equal instalments over up to 10 years, with deferrals of up to three years in six-month blocks.
- Collection calls to you and any guarantor stop from the day after you apply.
Looking for the youth special debt adjustment (청년 특례 채무조정)? The Financial Services Commission introduced it for low-credit young borrowers in 2022. The time-limited fast-track special was extended in December 2024 and widened to the bottom 20% of credit scores with the 30 to 50% rate cut, and CCRS made those terms permanent in June 2025, The Sisa Law reported. As of October 2026, the age-34 route sits inside the general programme above.
If you are 31 to 89 days late
Pre-workout debt adjustment (사전채무조정) cuts the agreed rate by 30 to 70%, according to the same FSC release.
If you are 90 days or more late
Individual workout (개인워크아웃) waives all interest and late interest and can cut principal by up to 30% (20 to 70% on debt the lender has written off), repaid over up to 8 years. Your default record is cleared once the plan is confirmed.
If you are 34 or under and unemployed, or an enrolled university student, the youth special defers repayment until you graduate or for up to five years while job hunting, and waives the 50,000 won fee. Since December 2024, young borrowers who repay faithfully for a year and then clear the rest in one go get 20% of principal written off, up from 15%.

Should you pay faster at all?
Usually yes, but in this order:
- Anything from an unregistered lender. Since 22 July 2025, interest agreements with illegal lenders are void, and contracts above 60% a year are void entirely, principal included. Report it (see the mistakes section) before paying anything more.
- Card loans, cash advances and savings bank loans, often around 10% or more.
- Bank credit loans and overdraft accounts, around 6.33% on average.
- Your jeonse loan, usually cheaper again.
- Your KOSAF loan, last. At 1.7%, or 0% while the interest waiver applies, every extra 100,000 won does far more on a 6% or 10% loan.
Two checks first. Keep about one month of rent and bills in a separate account, so one bad month does not push you into a new loan. And if a loan is under three years old, ask for its early repayment fee: at bank rates around 0.1%, prepaying 1 million won costs about 1,000 won.
The maths, with a hypothetical 30 million won credit loan
A hypothetical example. You owe 30 million won in credit loans at 8% a year, a round illustrative rate between the August 2026 bank (6.33%) and savings bank (10.23%) averages, repaid in equal monthly instalments over five years: about 608,000 won a month, with interest charged monthly on the remaining balance. Here is what side income on top does:
| Extra per month | Monthly payment | Paid off in | Total interest | Interest saved |
|---|
| 0 won | about 608,000 won | 5 years | about 6.5 million won | none |
| 100,000 won | about 708,000 won | about 4 years 2 months | about 5.37 million won | about 1.13 million won |
| 300,000 won | about 908,000 won | about 3 years 2 months | about 4.0 million won | about 2.5 million won |
| 500,000 won | about 1,108,000 won | about 2 years 6 months | about 3.19 million won | about 3.3 million won |
Why it works: in month one, interest takes about 200,000 won, so only about 408,000 won of the payment reduces the debt. An extra 300,000 won goes straight to principal, which more than doubles how fast the balance falls, and every later month's interest is charged on the smaller number.
At the savings bank rate of 10.23%, the same extra 300,000 won saves about 3.3 million won. The debt payoff calculator shows dollars, but the maths works in any currency, so enter your loans in won.
What would two and a half years without this loan let you do: move out of the one-room, save a real deposit, stop flinching on the 25th?
On an interest-only credit loan, an extra transfer may just sit in the account until the next interest date. Ask the bank to process it as a partial principal prepayment (중도상환), in the app or at the counter, and check that the balance falls the same day. On a 마이너스통장, also ask the bank to lower the limit as the balance falls, or the space simply refills.
Side job rules in Korea, before you start
- Private-sector employees. The Ministry of Employment and Labor says labour law does not regulate second jobs; your company's work rules (취업규칙) and contract do. Where they ban one, discipline still needs just cause under the Labor Standards Act, such as harm to workplace order. Read your 취업규칙 first.
- Public servants. Profit-making work that could affect your duties is banned, and any other continuing job needs prior permission from your agency head (겸직허가). Agencies check twice a year, so ask HR before you earn a won.
- Tax. Platforms and clients usually withhold 3.3% from personal-service income, and you file an annual income tax return (종합소득세) the following May on Hometax, often getting some of it back. The NTS said in October 2026 that the government's tax reform plan would cut withholding to 2.2%, but that needs the National Assembly, so assume 3.3% for now. The NTS helpline is 126.
- Student loan. Business income counts toward your ICL repayment, as above.
Side hustles that work in Korea
Pick something with almost no startup cost that pays within weeks. The site's guides quote US dollar figures from mostly US markets, so the won planning figures below are deliberately conservative.
How many hours a week can you really give this next to your job: four, eight, twelve?
Fast money: 100,000 to 300,000 won a month
Food delivery on two apps is the quickest start. The site's guide puts multi-apping at $1,000 to $6,000 a month, based on US drivers with cars. In Korea you sign up with Baemin Connect (배민커넥트) or Coupang Eats as an independent contractor, and the NTS treats delivery riders as personal-service earners with tax withheld. Treat 100,000 to 300,000 won a month as the honest target from a few evening and weekend hours.
Reselling on Karrot (당근) or Bungae Jangter (번개장터) turns clutter into cash within days. The site's guide puts flipping at $1,000 to $8,000 a month, but that needs $50 to $500 of stock. While you are in debt, sell only what you already own.
Use what you know: 200,000 to 500,000 won a month
Freelancing on marketplaces is how many office workers earn in Korea, mainly through Kmong (크몽). The site's guide puts Upwork and Fiverr at $300 to $8,000 a month. Kmong's own fee page shows a 16.4% service fee on the first 700,000 won of sales, plus a 3.3% payment fee and VAT on both, so you keep roughly 78% of a small order (rates vary by category). Check your pricing with the hourly rate calculator and plan on one or two orders a month while you build reviews.
Tutoring has a local rule. If you teach for money outside a hagwon, you must file a private tutor report (개인과외교습자 신고) with your local education office, and lessons can only take place at your home or the student's. Enrolled university students are exempt; students on leave are not. The site's guide range is $1,000 to $10,000 a month, and one or two regular students is the realistic plan beside a full-time job.
Teaching Korean online to learners abroad, on marketplaces such as italki or Preply, pays in dollars. The guide puts it at $200 to $6,000 a month, with most teachers netting $10 to $25 an hour after commission. At three or four hours a week, 150,000 to 300,000 won is a fair target.
One to leave out
Pet boarding. Repeatedly minding someone's dog in your home for pay counts as an animal care business (동물위탁관리업) that must be registered, and Seoul said in October 2026 it is stepping up enforcement, with penalties of up to one year in prison or a 10 million won fine. Skip it unless a platform operates under a government regulatory sandbox.
If you want one of these routes mapped out day by day, RichTactic Pro has a 30-day plan for each side hustle route, message templates for your first customers and a private group. It is one payment with a 30-day money-back guarantee.
A weekly plan around your job
Week 1: stop the bleeding.
- Day 1: list every loan with lender, balance, rate and maturity.
- Day 2: if any payment is late or close to it, book a CCRS consultation on 1375.
- Day 3: check your 취업규칙, or ask HR about 겸직허가.
- Weekend: open a side income account and sign up for one hustle.
Weeks 2 to 4: first money. Fix two slots a week, say Wednesday evening and Saturday morning, and move each payout into the side income account the day it arrives.
Every month, the day after payday: pay all minimums, then send everything in the side income account above a 50,000 won buffer to the highest-rate loan as a principal prepayment, and check the balance dropped.
Every quarter: rerun the calculator and note the new payoff month.
Set it up so it runs without willpower
- Two accounts. Salary in one, side income in the other, with no debit card on the second.
- A standing transfer on payday. Move a fixed sum from salary into the side income account on the 25th (or your payday), so the monthly prepayment does not depend on how the month felt.
- Records for May. Save platform settlement statements monthly in one folder for your 종합소득세 return.
Mistakes to avoid
- Hustling while ignoring help you qualify for. A CCRS rate cut of 30 to 50% can be worth more than months of delivery shifts.
- Borrowing from an unregistered lender to cover a gap. The legal maximum rate is 20% a year, and money already paid on a void contract can be recovered. If an illegal lender threatens you or posts your details, report it to the Financial Supervisory Service on 1332, then option 3. A free lawyer (채무자대리인) can handle all contact if your income is at or below 125% of the median (2.99 million won a month for one person in 2025).
- Paying a middleman to "fix" your credit. You can apply to CCRS yourself. Be wary of loan ads that look official: the FSC has banned lenders from advertising in ways that could be mistaken for government loan products such as the illegal-lending prevention loan.
- Trading, betting or crypto to pay debt off faster. That is how many yeongkkeul balances started.
- Buying a side hustle course or kit on a card. Every route above starts for close to nothing.
- Forgetting May. The 3.3% withheld is only a prepayment. Filing your 종합소득세 return settles the year, and often brings money back.
Your first step today
- Open your bank apps and write down every loan's balance and rate, highest rate at the top.
- If any payment is late or will be, call 1375 tomorrow morning.
- Check your 취업규칙 or ask about 겸직허가, then sign up for one hustle from this page.
- Set an automatic transfer for the day after payday, even if it is only 100,000 won.
If you owe several kinds of debt, the guide to paying off debt with a side hustle shows how to rank them, and the student loan guide covers when not to overpay a cheap loan.
